Stephen E. Luttrell
Mr. Luttrell represents clients in legal matters related to solar and renewable energy, environmental, and general business and commercial issues. He represents solar energy companies in matters related to site acquisition and feasibility studies, power purchase agreements, service agreements, engineering, procurement, and construction contracts, project financing and tax equity investments, project structure, subscriber agreements, and regulatory oversight. He provides legal counsel to real estate investors and developers and heavily regulated industries regarding environmental due diligence, site investigation and remediation, brownfield and voluntary cleanup programs, and compliance with federal, state, and local regulations. He represents clients in claims brought by state and federal regulators alleging violations of environmental laws. Mr. Luttrell advises clients on general business matters including commercial contracts, land use approvals, general regulatory oversight permitting, and other matters.
Mr. Luttrell's representative matters include mixed-use, commercial, and industrial real estate development projects throughout the Mid-Atlantic, particularly in Pennsylvania, New Jersey, Washington D.C., and Maryland. He also represents clients in heavily regulated industries such as solid waste, medical waste, and resource recovery under the Clean Air Act, Clean Water Act, and federal and state solid waste laws. With respect to solar projects, he has represented clients in the development of utility-scale projects, rooftop and ground-mounted community solar projects, and the ground-up development and financing of multiple projects in a combined project portfolio.
